Employer interference threatens NPF members democratic rights at Valcartier

PSAC members at Valcartier Garrison are raising serious concerns after their employer took an unusual step that interferes with workers’ democratic rights. 

Non-Public Funds (NPF) members who work for the Canadian Forces Morale and Welfare Services at the 2nd Canadian Division Support Base Valcartier were preparing to vote on whether to change their dispute resolution process to binding arbitration. Arbitration is a mechanism that allows labour disputes to be settled by an independent-third party if impasse is declared at the bargaining table. 

Before that vote could take place, the employer issued a notice to bargain. By doing this, the employer prevents workers from exercising their right to decide which dispute resolution mechanism best meets their needs. The employer is interfering in the union’s democratic process, especially one that is protected under legislation. 

This situation also raises broader concerns about the stability of labour relations at Valcartier and the importance of good-faith bargaining. PSAC members have the right to vote on the dispute resolution that works best for them. They deserve to have this right protected, not have the decision mandated for them by their employer. PSAC is calling on the employer to respect workers’ democratic rights and to refrain from interfering in internal union decision making.

Call on municipal, provincial and federal leaders to protect workers’ rights and to stop interfering with the bargaining process.
