Purpose of Position

As a result of the PSAC Workforce and Availability Analysis and in accordance with the PSAC Employment Equity Plan, the successful candidate for this appointment will be a qualified woman.

Under the general guidance of the Director of Regional Offices Branch, the Assistant Director will be responsible for the management and the administration of the Branch. Working closely with the Director and the Regional Coordinators, the Assistant Director oversees the activities of the Branch across the 23 regional offices and headquarters in their delivery of national and regional PSAC programs, including negotiations, membership mobilization, representation, education, organizing, health and safety, human rights, political action and local development.

 

Qualités requises: 

Education:

  • The work requires university graduation in labour relations, social policy, economics or public administration or a related field and/or a combination of experience in these or related fields;

 

Experience

  • Knowledge and experience in at least three fields of expertise related to the scope of work undertaken by PSAC’s regional offices, i.e.: labour relations, organizing, strike mobilization, education, political action, operational planning, and membership development. Candidates should have a general knowledge of the work in all of these areas;

 

Knowledge

  • Knowledge of the principles and practices of staff relations and pertinent acts and regulations;
  • Knowledge of the PSAC Constitution, Regulations, policies and objectives of PSAC programs;
  • Thorough knowledge of the political and operational inter‑relationships within the organization;
  • Good knowledge of the organization and structure of the federal public service, and the Canadian Parliamentary system, and a good knowledge of the organizational structures of other employers for whom the PSAC is the bargaining agent;

 

Abilities:

  • Demonstrated ability to lead a team of skilled practitioners in a variety of pressure situations as well as provide the Branch Director and Regional Coordinators with sound counsel on matters relating to the management of human and financial resources and the delivery of programs;
  • Ability to develop, monitor and manage large operational budgets;
  • Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.

 

Personal Suitabilities:

  • Understanding of and demonstrated commitment to trade union and equity principles and social justice objectives.
