The Senior Advisor - Learning and Development acts in partnership with PSAC management and employees to ensure the continued growth and development of individuals and of the organization.  More specifically, the Senior Advisor - L&D is responsible for handling the learning and professional development of the PSAC’s workforce. The role of the Senior Advisor is to equip staff with the knowledge, practical skills and motivation to carry out work-related tasks. He or she can deliver the training themselves or arrange for a third-party trainer to do it. The Senior Advisor helps with the ongoing, long-term improvement of employees' skills, enabling them to fulfill their potential within the organization.

As the team lead of the Human Resources Programs and Employment Equity Section, the Senior Advisor is responsible for providing guidance on priorities, resolution of issues etc. raised by the Human Resources Advisors.

Qualités requises: 

Education

  • Completion of a bachelor degree in education or an undergraduate degree with progressive responsibility in organizational learning, instructional design, course development, management development, career management and/or succession planning.
  • Certified Training & Development Professional Designation is considered an asset.

Experience

  • Five to seven years of experience in planning, designing, developing, coordinating and delivering learning and development programs.
  • Experience in applying action learning, adult learning principles and/or popular education approaches.
  • Experience with monitoring and evaluation of training programs (e.g.: qualitative, quantitative, mixed methods).
  • Experience in building networks with different organizations or stakeholders such as unions.
  • Experience in a unionized environment.

Knowledge

  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • In depth knowledge of adult education principles and knowledge of competency based management principles.
  • Knowledge and understanding of processes to ensure linkage of development programs with talent management and development programs including identifying experiential learning, action learning experiences, peer coaching, mentoring and other program needs that support career growth and development for employees and leaders.
  • Knowledge of all human resources technical functions including job analysis, recruitment/staffing, compensation, learning and development, employee orientation and diversity management.
  • Excellent knowledge of the principles of employment equity.
  • Understanding of the sensitive political and social issues between a union employer and its internal bargaining agents.
