As a result of the PSAC Workforce and Availability Analysis and in accordance with the PSAC Employment Equity Plan, the preference for this position will be given to a qualified Racially Visible person.

Under the general direction of the Director of Collective Bargaining, the Coordinator of Representation manages the work of the Representation Section.  The section is responsible for the representation of staff relations and classification grievances as well as unfair labour practice and bad faith bargaining complaints before various tribunals, boards of arbitration and arbitrators. The Coordinator of Representation is a member of the management team of the PSAC and is responsible for preparing and managing the budget of the Section, for implementing staffing and staff relations in the Section, for working with the Director in developing a human resource plan for the training and development of staff in the Section, for participating in organizational strategic planning and implementing organizational priorities in the Section and in providing advice and assistance to the AEC, Directors and Management Teams on policy development and special projects.

Qualités requises: 

Education and Experience:

  • Extensive experience in the field of industrial or labour relations;
  • Experience in the field of negotiations, advocacy, classification and alternate dispute resolution.

Knowledge:

  • Thorough knowledge of the principles and practices of staff relations and pertinent acts and regulations;
  • Good knowledge of research techniques;
  • Good knowledge of advocacy techniques, legal research and interpretation of jurisprudence;
  • Good knowledge of the functions performed in the Branch and the Section;
  • Good knowledge of the political and operational inter-relationships within the organization;
  • Good knowledge of the organization and structure of the federal public service, and the Canadian Parliamentary system;
  • Thorough knowledge of the PSAC Constitution, Regulations, policies and objectives of PSAC programs;
  • Comprehensive knowledge of a broad variety of relevant legislative jurisdictions, in the areas of classification and pay equity.
  • Comprehensive knowledge of PSAC collective agreements, applicable legislation and directives, jurisprudence, legal procedures and procedures of labour tribunals and boards.

Abilities:

  • Demonstrated ability to lead a team of skilled practitioners in a variety of pressure situations as well as provide the PSAC leadership with sound counsel;
  • Demonstrated management skills;
  • An ability to communicate effectively both orally and in writing in both official languages;
  • Ability to contribute to planning and priority setting;
  • The incumbent is working within defined policies.  However precedents, procedures and manuals in the field of labour law, arbitration and rules of evidence influence the work when they apply;
  • Situations such as determining the facts and issues of a case from a file written by a number of people, preparing and representing grievances or complaints, the problem of proving all the facts, assessing the consequence of successful or unsuccessful decisions, require analysis and interpretation;
